• The ramp from Lexington Avenue to westbound I-694 closed on Monday, May 20. The ramp will remain closed through November to allow crews to construct the new westbound Hwy 10 roadway connecting to the westbound Hwy 10 diagonal, along with the new alignment of westbound I-694. The westbound County Road 96 detour will now use southbound Victoria Street to reach westbound I-694. Signs will display this new detour while the ramp is closed.
• Beginning at 9 p.m. on Tuesday, May 28 westbound I-694 traffic will be restricted to a single lane near Lexington Avenue. The overnight closure will last until 5 a.m. Wednesday, May 29. This closure will allow construction crews to complete some utility work in the median of the Interstate.
• Motorists will encounter occasional nighttime lane closure throughout the next few weeks on I-694 as crews work on the new roadway. Please watch for construction vehicles moving in and out of the work area.
• Although rainfall has slowed some construction activity, construction crews continue removing old pavement along westbound I-694 and the Hwy 10 diagonal. Once the ground has a chance to dry up, and earthwork will continue for the new roadways.
• This week, construction crews finished setting bridge beams on the new westbound I-694 bridge crossing eastbound Hwy 10. Next week crews will form the new bridge deck and once it is completed they will pour concrete for the new bridge deck.
• Crews will continue forming the new bridge deck for the westbound I-694 bridge crossing Old Hwy 10 (Ramsey County Road 76) next week. Once completed, crews will begin pouring concrete for the new bridge deck.
• MnDOT and other local agencies will continue to monitor traffic conditions in the corridor and make adjustments as needed. Please allow additional travel time during rush hour until traffic begins to acclimate to the detour changes.

Hwy 10 and Ramsey County Rd 96

• During the season-long closures of Highway 10 and Ramsey County Road 96, the Big Ten Tavern and Scherer Brothers Lumber Co. remain open for business. Access will be maintained at all times. Currently, customers can reach these businesses by the way of the eastbound Hwy 10 bridge over I-35W and along Hwy 10 between I-35W and Prior Avenue.
• Construction continues on a new temporary roadway to provide access to local businesses and homes between County Road 96 and I-35W. It will connect County road 96 to a frontage road located on the north side of County Road 96 and on the west side of Hwy 10. Once the new roadway is open, access to this area from eastbound Hwy10 will close. A detailed map of the temporary access road is available at: www.mndot.gov/metro/projects/hwy10ardenhills/
• Excavation is underway for the new retaining wall which will be located on the northeast side of the intersection. Once, completed, crews will begin forming the footings for the retaining wall.
• Pile driving for the new Hwy 10 bridge abutments is also underway. Local residents may experience some noise from pile driving operations during the work. Once completed, crews will begin forming the new abutment footings. Crews also will begin digging for the new retention ponds, on the northwest side of the intersection and new temporary roadway.

Hamline Ave and Ramsey County Rd F

Installation of the new traffic signal system at the Hamline Avenue/County Road F intersection has been completed. Crews are scheduled to complete the final striping in the intersection and the final landscaping around the intersection early next week.

Motorists can expect delays during times when the lane closures are in effect and should allow extra time for trips through this area.  Drivers are urged to pay close attention to the signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

Traffic on I-94 EAST (SB) should exit at Rawson Avenue, head west on Rawson Avenue, turn left (south) on 27th Street continue to I-94 EAST (SB) entrance ramp.

Also note that Rawson Avenue between 13th Street and 20th Street over I-94 will be closed beginning at 6am on Tuesday, May 28 until late June. Local traffic only can access Rawson Avenue between 27th Street and 20th Street.

Exceptions for the Memorial Day moratorium on construction projects are made for emergency situations, and work zone speed limits would be in effect if any emergencies occur.

“We want our travelers on the ITR to have a safe, worry-free trip, and opening all lanes this weekend allows drivers to concentrate on driving as opposed to construction,” said ITRCC CEO Fernando Redondo.

Current construction projects – including mill-and-fill, bridge painting and bridge improvements – will resume at 8 p.m. EST Tuesday, May 28.

76th Avenue, from 131st Street to 127th Street in Palos Heights Road closed to through traffic and detour signs are posted to direct traffic. 

Central Ave and I-55 one lane in each direction on Central.  Exit Ramp from NB I-55 to Central and Entrance Ramp to SB I-55 are closed. Motorists should expect delays.

Touhy Avenue bridge/I-94 (Edens Expressway) will be reduced to one lane in each direction until July 2013.

Orchard Drive from Sauk Trail to US 30 I Park Forest is closed to traffic in the southbound direction.  Northbound direction is opened to traffic. Detour signs are posed to direct traffic.

Thorn Creek Drive over Thorn Creek in the Village of Park Forest. One lane will be shared for north bound and south bound equally; with traffic signals. Please watch traffic signals for your turn.

MADISON COUNTY

CH 1 structure over SIUE North Access Road, 1.5 mile west of Edwardsville. CH 1 will be restricted to one lane to allow the installation of the waterproof membrane on the concrete deck.

Lane reductions will be in both the north and southbound lanes of I-255 between Collinsville Road and Horseshoe Lake Road. Two of the three lanes will be closed at all times to complete necessary pavement repairs, resurfacing, and bridge work.

ST. CLAIR COUNTY

The right lane of southbound IL 203 will be closed to allow construction associated with the New Mississippi River Bridge.

The ramp from westbound I-55/70 to northbound IL 3/eastbound I-64 will be closed to all traffic in E. St. Louis. A detour will be in place while the ramp is being reconstructed.

The ramp from westbound I-64 to eastbound I-70/northbound I-55 will be closed to all traffic in E. St. Louis. A detour will be in place while the ramp is being reconstructed.

9th Street will be closed to all traffic from St. Clair Avenue to Baugh Avenue in East St. Louis to replace the bridge carrying 9th Street over I-64. A detour will be in place while the 9th Street bridge is being reconstructed.

10th Street over I-64 will be removed and closed indefinitely to all traffic from St. Clair Avenue to Baugh Avenue in East St. Louis. 9th street, when completed, will become two-way traffic in order to continue the flow of traffic from St. Clair Avenue to Baugh Avenue in East St. Louis. A detour will be in place while the 9th Street bridge is being reconstructed.

IL 15/IL158, Belleville, both the eastbound and westbound on-ramps from IL 158 on to IL 15 will be closed through September 30, 2013. Closure needed for roundabout construction.

Work to begin rebuilding the York Road exit ramp off of the connector road from eastbound I-88 to the southbound Tri-State Tollway (I-294) is scheduled during the week of May 27. 

During this time, traffic on the York Road ramp will be shifted to the right to provide a work zone, with half the width of the ramp being reconstructed at a time. Work on the first half is expected to be completed in July, at which time traffic will be shifted to the left with a work zone on the right. Reconstruction work will be performed on weekdays and the York Road ramp will be open to traffic throughout construction.

Work includes reconstruction of the York Road ramp using full-depth asphalt, as well as shoulder improvements and upgrades to the drainage system.

The Illinois Tollway is repairing ramps at three interchanges on the east end of I-88 in 2013. In addition to work on the York Road ramp, work also includes repairs to short segments of ramps at the Highland Avenue and Spring Road Interchanges. All three projects are scheduled for completion by fall.

The ramp reconstruction and repairs on I-88 are part of the 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future. This year, the Tollway will invest $3.9 million on I-88 to extend the life of the three interchanges and provide smooth, new roadway surfaces for drivers.

• Obey the speed limit and slow down.
  Speeding is a factor in nearly half of all fatal crashes in Illinois.  The speed limit is 45 mph at all times, 24/7, even when workers are not present. 

• Pay attention. 
  Watch for signs posted throughout the I-90 construction zone advising of traffic shifts, roadway incidents and other warnings.

• No cell phones in work zones.

Distracted driving laws prohibit the use of all hand-held electronic devices in construction work zones.

• Don't tailgate.

One of the most common crashes in a work zone is a rear-end collision.  Traffic in work zones makes sudden stops.  Give trucks the space they need to change lanes.

• If passing a truck, do so quickly and keep out of a truck’s blind spot.

Don’t continuously drive alongside a truck - you’re in the driver’s blind spot. Change lanes only when you can see the truck’s headlights or front grill in your rearview mirror.

• Trucks create wind gusts.

Keep both hands on the wheel when passing or being passed by a truck.

• Expect the unexpected.

Traffic patterns change often in the I-90 construction work zone and pavement may be uneven in sections.

• Speeding will cost you.

The minimum penalty for speeding in a work zone is $375 for the first offense and a minimum of $1,000 for the second offense, which also may result in your driver's license being suspended.  Hitting a worker in a work zone could result in a fine of $10,000 and up to 14 years in jail.  

Construction Activity Suspended
To accommodate increased holiday travel, the Tollway is restricting construction activity and suspending all temporary construction lane closures over the weekend to better serve its customers. All temporary maintenance and construction lane closures will be suspended from noon on Friday, May 24, through 9 a.m. on Tuesday, May 28. Some work may continue behind barriers to keep work on schedule, but this work will not impact traffic.

Other construction areas where drivers should plan for slower traffic during the holiday include:

Tri-State Tollway (I-94/I-294/I-80)

• Between 159th Street and Kedzie Avenue, I-294 traffic in both directions is reduced to three lanes for I-294/I-57 Interchange Project construction.

Veterans Memorial Tollway (I-355)

• On the northbound entrance ramp from I-55, the right ramp lane is closed; two lanes remain open.
• Between the Boughton Road Toll Plaza and I-55, traffic in both directions is shifted to the right for resurfacing.
• On the collector-distributor road at Butterfield Road, southbound traffic is shifted to the right for resurfacing.

Traffic will temporarily be stopped while the Blue Deuce crosses the Mackinac Bridge on the way to the 6:20 p.m. public event. All NASCAR fans, media outlets, and members of the public are invited to attend. Media interviews with Keselowski will be available upon request. The Blue Deuce will be on display at the park during the event, so the public is encouraged to bring their cameras.

MBA officials will light the bridge blue at dusk on May 29 in recognition of the Pure Michigan icons. All costs for the lighting and public event are being paid for with private donations. No toll money or taxpayer dollars are being used for this event.

Keselowski is the first Michigan native to become the NASCAR Sprint Cup Champion, the premier stock car motorsports title in the world.

The Department asks that motorists be patient, reduce speed, and use extreme caution when travelling near and throughout this work zone. Signing and traffic control devices will be provided to aid motorists through the work zones.

Service Changes Between Roosevelt and 95th

How does this affect my trip?
Trains will operate between Howard and Ashland/63rd via the South Side elevated and Ashland branch (normally used by Green Line trains). Red Line service between Howard and Ashland/63rd will continue to use the Red Line Subway and to operate 24-hours, daily.

Free shuttle bus service will be provided, non-stop between the Garfield elevated station and the closed stations at 69th (#R69), 79th (#R79), 87th (#R87), and 95th (#R95). Overnight, the #R55 free shuttle will provide service between Garfield and 95th, making stops at the closed stations from 63rd to 95th.

In addition, the #R63 free shuttle will provide station-to-station stops between the closed stations from 63rd to 95th. The #R22 free shuttle will provide non-stop service between the Roosevelt station and the closed Cermak-Chinatown station.

The only lane closures on I-74 will be between 9:00 p.m. in the evening until 5:00 a.m. the next morning to avoid traffic delays and minimize congestion.  With the limited nighttime visibility, drivers are asked to be extra alert when driving past the work areas.  The contractor will be working additional hours from the parking areas and streets below the bridges to reach some sections of the structures.

The first stage began May 6 and involved pre-stage overnight work.  Stage two, originally scheduled to begin May 13 and postponed due to required and unexpected pre-work is scheduled to begin May 20.

Only one lane in each direction will be open on Touhy Avenue.  Northbound Edens to westbound Touhy and southbound Edens to eastbound Touhy ramps will be closed during construction activities.

All lanes of I-94 will remain open during daytime hours.  Motorists can expect nighttime closures on I-94.

For the SB I-94 exit ramp, a detour will be provided utilizing SB I-94 exit ramp to EB US 14, and continue along US 14, following NB Cicero Avenue all the way to Touhy Avenue.

For the NB I-94 exit ramp, a detour will be provided utilizing NB I-94 exit ramp to Cicero Avenue and continue along NB Cicero Avenue all the way to Touhy Avenue. The expected completion date for this project is July 15, 2013.

Drivers are urged to pay close attention to the signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

The entire bridge will open on May 23.

At the same time, crews also will close the West 86th Street Bridge in Bloomington. The bridge will re-open May 26.   

Repairing the bridge decks and bridge joints is part of the  I-35/35E improvement project between Elko and Eagan. 

Lastly, don't forget the West 90th Street Bridge will close in July. Construction on the 90th Street Bridge will parallel a City of Bloomington's project to reconstruct 90th Street between Penn and Lyndale Avenues.

PROJECT:                         

The Michigan Department of Transportation (MDOT) will be resurfacing the M-28 Anna River bridge deck, and replacing the bridge approaches.

TRAFFIC RESTRICTIONS:                   

This work will require lane closures with flag control initially, followed by one lane of alternating traffic controlled by a temporary traffic signal.

The contractor will be starting to make pavement repairs from West Street to East Street in Elizabeth.

Improvements to the 0.7 mile section of US 20 are scheduled to be completed by early June.

Traffic will be restricted to one lane during working hours as sections of the deteriorated pavement are removed and replaced. Drivers should be prepared to stop for the flaggers who will be directing traffic past the work areas.

Motorists are reminded to slow down and drive carefully through all construction zones.

The outside lane on the bridge for westbound traffic from Illinois to Iowa will be closed.

The contractor will be working from that closed lane to access the underside of the bridge.

There will be no lane closures for eastbound traffic. The open westbound lane will be restricted to a width of 12 feet and 6 inches, so wide loads will be detoured to I-280.

Motorists should be alert for the lane closure and for slow moving vehicles. The project is scheduled to be completed by mid-October.

Drivers are reminded to slow down and drive carefully through all construction zones.

The project proposes total replacement of the existing structures, superstructures, and wingwalls. The expected lengths of the new bridges are approximately 155 feet and would include three-spans. The total of the bridges width are approximately 44 feet with standard guard rail installed as appropriate. Additional clearing along Clear Creek embankments is expected to remove trees and brush for widening the creek channel width at the crossings with US 40 east bound lanes. Construction of the project will require approximately 7.4 acres of new permanent right-of-way with no residential or commercial displacements involved. Traffic is proposed to be open to traffic via the use of crossovers, with the US 40 East Bridge being the first constructed.

Total costs of the projects will be provided with both federal and state funds being used for construction of the project. However construction of the project is contingent upon available funding.  The Federal Highway Administration and the Indiana Department of Transportation have agreed that this project falls within the guidelines of a Categorical Exclusion Level 2 with no effect to wetlands.

The lane closures will consist of closing one lane in one direction at a time.  Restrictions will start in the northbound direction and will be in place from 7:00 a.m. to 3:00 p.m. daily.  Once the northbound lanes are completed, restrictions will start southbound beginning at 9:00 a.m. to 4:00 p.m. daily.

A minimum of one lane shall remain open at all times.  These lane closures are necessary to complete required work and is expected to be completed by May 31, 2013, weather permitting.

The Department asks that motorists be patient, reduce speed, and use extreme caution when traveling near and throughout this work zone.  Please allow for extra time when traveling in this location and watch for stopped traffic ahead.  Additional signing and traffic control devices will be provided to assist motorists through the work zones.

With warmer weather, many of Wisconsin’s volunteer Adopt-a-Highway (AAH) crews have been springing into action, picking up a winter’s worth of unsightly trash along state highways. Along with helping keep our roadsides clean and green, Wisconsin’s dedicated AAH workers make the state an even more attractive destination for travelers while saving taxpayer dollars. In 2012, Wisconsin AAH groups picked up an estimated 180 tons of trash that was then disposed of by county highway crews.

"We appreciate the work of the volunteers in the Adopt-a-Highway program and we count on the civic leadership of local groups and businesses to partner in keeping roadways looking neat throughout the spring, summer and fall seasons," said David Vieth, director of the Wisconsin Department of Transportation’s (WisDOT) Bureau of Highway Maintenance.

Vieth announced, "Volunteers this spring can now take advantage of viewing a new instruction video, safety facts sheet, and new safety page under Adopt-a-Highway on the WisDOT web site.

There are currently 3,037 registered AAH groups in Wisconsin. AAH volunteers are typically assigned a highway segment approximately two miles long and are asked to make a "clean sweep" at least three times per year between April 1 and November 1. Currently, of the 11,800 miles of state and Interstate highways in Wisconsin, about 8,268 miles are "adopted" meaning about 3,532 miles of state roadways are available.

The process for adopting a highway is easy. Interested groups should identify a roadway segment they would like to adopt and then go to WisDOT’s web site to fill out an application. If the segment is suitable for adoption, it is assigned to the group. Groups do not work in dangerous areas like medians, bridges or steep slopes.

WisDOT furnishes safety vests and "highway worker" signs, a safety training video, trash bags, and two permanent signs identifying the group. Each group must provide one adult supervisor for every five or six volunteers, and all volunteers must be at least 11 years of age or in the 6th grade to work along two-lane highways, 16 years of age to work along multi-lane highways.

"Our Adopt-a-Highway volunteers and county highway department workers do a great job and we truly appreciate their efforts," Vieth said. "Motorists can do their part by staying alert, slowing down and giving the workers a little extra safety cushion when volunteers are cleaning along roadways."

WisDOT offers the following tips for AAH volunteers:

• Display the "highway worker" signs at both ends of your adopted highway segment to alert motorists that you’re present.
• Wear appropriate clothing including heavy gloves, sturdy footwear and safety vests.
• Don’t get too close to roadway pavement or shoulders and stay away from highway medians, steep slopes and bridges.
• Don’t pick up anything you can’t identify. Potentially hazardous items should be marked with a flag.
• Ensure that the team leader or someone is carrying a cell phone. In case of an emergency, or to report anything illegal or suspicious, contact law enforcement.

The Michigan Department of Transportation (MDOT) will be repaving 1.6 miles of US-12 from Red Arrow Highway to the south branch of the Galien River near New Buffalo, Berrien County. The $6.9 million investment includes a new Squaw Creek culvert, guardrail replacement and drainage upgrades.

Single-lane closures under flag control, and short-duration ramp closures with signed detours.

The project will require daily shoulder closures and occasional partial ramp closures between the hours of 7 a.m. to 4:30 p.m. The completion date for this project is June 30, 2014.

The ramps at this interchange taking westbound I-474 traffic to Maxwell Road/Farmington Road and taking Maxwell Road/Farmington Road traffic to westbound I-474 will be closed while the work is completed to replace the decks of the bridges carrying traffic over I-474 at this location. PROJECT DETAILS:

Northbound and southbound I-75 ramps to eastbound I-69 are scheduled to close, with traffic detoured on Wednesday, May 1.

TRAFFIC IMPACT:  

• Crews will close a single-lane on eastbound I-69 to shift traffic onto the shoulder. 
• Once traffic is shifted, crews will close the northbound and southbound I-75 ramps to eastbound I-69.
• Work on the ramps is expected to begin in the afternoon on Wed, May 1, with traffic detoured.
• Ramp traffic from northbound and southbound I-75 to eastbound I-69 will be rerouted to westbound I-69, where motorists can take the Bristol Road exit back to eastbound I-69.
• Required nighttime lane closures will be announced as scheduled.
• Both ramps will remain closed through Mid-June.
• This project is weather-dependent.
• In the event of inclement weather, work to close the ramps will move to Thursday, May 2.

"We recycle and use over a million tons of reclaimed materials on our highways annually as a matter of everyday practice," said Illinois Transportation Secretary Ann L. Schneider. "We believe Total Recycle Asphalt will take Illinois to a new level of environmental sustainability, and we hope it will inspire others to follow our lead."

The demonstration projects will help the department evaluate the mix, measure the overall cost, and establish its performance over time. Using Total Recycle Asphalt is expected to produce savings of about 20 percent for IDOT and local agencies using the new mix, compared to similar traditional HMA mixes.

A demonstration project is when a new material or construction method is utilized. This provides an opportunity for the department to see first-hand how the new material or method works. It is then evaluated to determine if it should be considered as a part of the common process.

Recycled components of this surface mix include Reclaimed Asphalt Pavement from pavement millings, crushed concrete from public works projects, steel slag, a by-product from production of steel, and Reclaimed Asphalt Shingles from re-roofing of houses. There was no requirement for newly mined aggregate for the mix. Additionally, only a small amount of new liquid asphalt is required in mix production for durability. The new liquid asphalt provides a very soft grade of asphalt to effectively counter the hard and aged recycled asphalt from reclaimed pavement and shingles.

IDOT's Region 1 Materials Lab over several months has developed a number of trial mixes while testing different combinations of various reclaimed materials.

The project will include multi-lane highways and require daytime closures for preliminary work and permanent lane closures for completion of the proposed improvements.

The project consists of widening the existing roadways to accommodate dual left turn lanes NB and SB on IL-31. Widening on IL-72 will accommodate a new right turn lane WB onto NB IL-31.

New safety medians will be constructed, along with the installation of new traffic signals.  Traffic lanes will be reduced during construction activities.  The project is expected to be completed on November 11, 2013.

The work will be located on IL Route 120 at two locations; Almond Road and River Road.

The project will require temporary lane closures during the daytime hours where construction is taking place.  Short term lane closures are expected, with at least one lane of traffic to be maintained in each direction during construction.

The tentative completion date is June 28, 2013.

During the closure period, the Latham Road pavement east of IL-2 will be removed and replaced.  The work is part of the project to expand IL-2 from two lanes to four lanes for the three mile section from Elmwood Road to north of Latham Road.

PROJECT:

The Michigan Department of Transportation (MDOT) will be investing $4.5 million to repair five bridges, replace lighting and upgrade signs along almost 4 miles of I-194 in Battle Creek. The five bridges are I-194 over Fountain Street, Grand Trunk Railroad, Dickman Road, Conrail Railroad and the Kalamazoo River.

TRAFFIC RESTRICTIONS:

There will be single-lane closures around the clock on I-194 between Columbia Avenue and Michigan Avenue through Aug. 30.

From Sept. 2 through Nov. 2 there will be daytime lane closures and shoulder closures, and all lanes of I-194 will be open 3-6 p.m. on weekdays.

This project will include placing impact attenuators at bridge piers. The duration of the contract is 15 working days and the anticipated completion is the end of May, weather permitting.  Motorists are advised to slow down and drive carefully through this and all work zones.

The estimated completion date is July 31, 2013.

The Indiana Department of Transportation (INDOT) announced overnight lane restrictions for both eastbound and westbound I-94, between the State Road 249 exit and the State Road 51/Indiana Toll Road exit beginning Sunday night, April 14^th.

Lane restrictions will continue nightly, beginning no earlier than 9 p.m. and ending no later than 5 a.m. All three lanes of I-94 in each direction will be open during daytime hours. Nighttime I-94 lane restrictions will continue until the completion of this phase of the bridge rehabilitation project in fall 2013.

Whenever possible, the Tollway uses traffic shifts and shoulders to keep as many lanes open during peak hours as were available before construction. Two lanes of traffic in both directions will be maintained during construction by shifting all traffic onto the westbound side of the road while the eastbound lanes are rebuilt and widened.

However, westbound traffic between Irene Road near Belvidere and I-39 is currently reduced to one lane and an alternate route is posted to offer drivers the option to travel west via U.S. Route 20 to reach I-90 and I-39. The existing Kishwaukee River Bridge is not wide enough to maintain four lanes of traffic and a work zone. Two lanes remain available for eastbound traffic.

During construction, drivers will have access to all Tollway entrance and exit ramps, including Randall Road, Illinois Route 47, U.S. Route 20, Genoa Road, Irene Road and I-39, as well as the Belvidere Oasis.  In addition, crossovers will be in place to allow eastbound traffic to access the interchanges through the work zone, as well as at mainline bridges under construction.

At the Belvidere Toll Plaza, eastbound traffic will be routed under the monotube used for westbound toll collection, but no toll will be charged for eastbound drivers. At the Marengo Toll Plaza, eastbound traffic will be routed over to the eastbound lanes for toll collection and then back to the westbound side of the roadway to continue traveling through the construction zone. And, at the Elgin Toll Plaza, drivers paying cash will be required to use the right lane to reach the cash side of the plaza. All traffic in the left lane will be routed through the open road tolling lanes.

Rebuilding and widening the 54-year-old Jane Addams Memorial Tollway from the Kennedy Expressway to I-39 in Rockford is part of the 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future. When complete, I-90 will be a 21st century, state-of-the-art corridor linking Rockford to O’Hare Airport with eight lanes from the Kennedy Expressway to the Elgin Toll Plaza and six lanes from the Elgin Toll Plaza to I-39.

Work Zone Safety

Emergency pull-out areas have been constructed approximately every mile in both directions throughout the construction zone to give drivers a place to safely pull off the roadway in case of emergency. To further assist customers, the Tollway will provide two Highway Emergency Lane Patrol (H.E.L.P.) trucks and two motorist aide trucks patrolling the roadway 24 hours a day, seven days a week in the work zone. 

Construction zone speed limits are in effect in all construction zones 24/7 and drivers should continue to watch for changing traffic patterns and use caution, especially when workers are present. A 45 mph speed limit will be in place.

Illinois State Police have zero tolerance for drivers speeding in work zones.  The minimum penalty for speeding in a work zone is $375.  Posted signs advise drivers of a $10,000 fine and 14-year jail sentence for hitting a roadway worker.
 
About the Illinois Tollway

The Illinois Tollway is a user-fee system that receives no state or federal funds for maintenance and operations. The agency maintains and operates 286 miles of interstate tollways in 12 counties in Northern Illinois, including the Reagan Memorial Tollway (I-88), the Veterans Memorial Tollway (I-355), the Jane Addams Memorial Tollway (I-90) and the Tri-State Tollway (I-94/I-294/I-80).

Each project will be completed in separate stages for construction, with a projected completion date of July 1, 2013. The duration of bridge work will be approximately 3-4 weeks at each location.

The project will begin at IL Rt. 19 at Irving Park Road Bridge and then move north to I-290 at Biesterfield Bridge and IL Rt. 53 at Lake Cook Bridge.

The overnight closures will be in effect from 9 p.m. to 5 a.m. while work is going on at each location.

Only one lane will be closed at a time in one direction during overnight closures.  All lanes will be open during the day with shoulder closure at each location.

All bridge repair work will be under the bridges on abutments and piers.

Motorists should pay close attention to the signs, observe the speed limit and remain alert for workers and construction equipment.

Current plans call for the WB I-94 exit to NB WI-100 to be closed through this summer. Motorists are encouraged to use NB US-45 to Bluemound Rd, Wisconsin Ave or Watertown Plank to access NB WI-100 as a detour route.

Travelers will also experience a shift in traffic on WI-100. Crews will move all traffic onto the SB side of WI-100 until late summer in order to work on the NB lanes.

The project includes widening WI-100 to four lanes in each direction, including reconstructing the intersections. During the majority of construction, two lanes of traffic will be maintained in each direction. Work is expected to complete by the end of 2013. WI-100 will serve as a critical alternate route during the Zoo Interchange project.

Outer Loop:  Webster St (King St – E. Washington Ave) & Webster/Doty/King Intersection:  Work is schedule March 29 – July 5.  The project includes replacing, sanitary and storm sewer, water main, curb & gutter, sidewalk and asphalt pavement.  Traffic will be reduced to one lane  on Webster St for the duration of the project.  King St will be reduced to one lane outbound.  Right turns from Doty St to King St will be maintained at all times.

The lifting of the movable bridges over the Chicago River for recreational boat traffic resumes this weekend, running until the end of June.

Each year, in the spring and fall, the Chicago Department of Transportation (CDOT) raises the movable bridges along the Main and South Branches of the Chicago River to accommodate recreational boats traveling to and from their storage yards.

“The lifting of Chicago’s iconic movable river bridges is a local rite of spring, marking the beginning of the boating season,” said CDOT Commissioner Gabe Klein. “The City coordinates with local boat storage yards each year to create a schedule that accommodates boats while creating the least amount of impact on downtown street traffic.”

During these “boat runs,” the bridges are raised sequentially, typically one at a time. Each bridge lift takes an average of 8-12 minutes. This spring, 27 bridges will be lifted in order from Ashland Avenue Bridge on the South Branch to Lake Shore Drive.

There will be no bridge lifts during the nine-day shutdown of the Wells Street Bridge from April 26th through May 5th, as the north leaf of the historic bridge is replaced.
The Spring 2013 bridge lift schedule is as follows:

Westbound traffic on the Jane Addams Memorial Tollway (I-90) between Irene Road near Belvidere and I-39 will be reduced to one lane this week and an alternate route posted to offer drivers the option to travel west via U.S. Route 20 to reach I-90 and I-39. Two lanes will remain available for eastbound traffic.
The Illinois Tollway is rebuilding and widening the Kishwaukee River Bridge as part of the Jane Addams Memorial Tollway (I-90) Rebuilding and Widening Project. Because the existing Kishwaukee River Bridge is not wide enough to maintain four lanes of traffic and provide a work zone during construction, two eastbound lanes and one westbound lane will be available for I-90 traffic in 2013.

“We know that this construction is not without inconvenience and are offering another route for our customers to take when westbound traffic is heavy,” said Illinois Tollway Executive Director Kristi Lafleur. “When we’re done, drivers will have a new, wider roadway that will improve travel between Rockford and Chicago.”
Beginning on Thursday, April 4, the westbound lanes will be reduced to one lane and the alternate route will be posted as an option directing westbound traffic to exit at Irene Road and travel west on U.S. Route 20 to reach I-90 and I-39. The alternate route will remain in place through the end of this year. However, roadway work on I-90 between Rockford and Elgin will continue and is scheduled to be complete by the end of 2014.

Construction zone speed limits are in effect in all construction zones 24/7 and drivers should continue to watch for changing traffic patterns and use caution, especially when workers are present. A 45 mph speed limit will be in place.
Rebuilding and widening bridges and roadway on the 54-year-old Jane Addams Memorial Tollway is part of the 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future. When the $2.2 billion project is complete, I-90 will be a 21st century, state-of-the-art corridor linking Rockford to O'Hare Airport with eight lanes from the Kennedy Expressway to Randall Road and six lanes from Randall Road to I-39.

• Full closure on M-53 between Ebeling and 34 Mile roads starts at 9 a.m. Tuesday and ends in late August.
• The closure is needed in order to reconstruct M-53 over Wilson Drain.
• This work is part of a $15 million investment to rebuild M-53 between 34 Mile and Bordman roads.

The total reconstruction of M-53 between 34 Mile and Bordman roads enter a new stage, according to the Michigan Department of Transportation (MDOT).As of April 2 at 9 a.m., crews close both directions of M-53 between Ebeling and 34 Mile roads until late August to rebuild the roadway over the Wilson Drain.

During the full closure, traffic is detoured to McKay Road in both directions. For safety, temporary traffic signals have been installed on M-53 at both 34 Mile Road and Ebeling roads.

Included in this project is the addition of a center-turn lane between 34 and 36 Mile roads, creating new right-turn lanes at key intersections, and drainage improvements. All work is expected to be completed in November.

The weight restrictions are 6 tons gross load for single axle vehicles and 10 tons gross load for tandem axle vehicles (any two axles under 8 feet apart). The maximum gross weight is 24 tons. School buses, trucks hauling milk, garbage, heating fuel and septic materials are exempt from seasonal load limits in accordance with section 349.16 (3) Wisconsin Statutes.

Seasonal weight restrictions are effective as of noon on Friday, March 29, 2013 on the following highways:

• WI-169, Ashland County, WI-13 northeast to the Iron County line
• WI-169, Iron County, Ashland County line northeast to WI-2

Seasonal weight restrictions are placed on specific highways during the spring thaw period. The restrictions are added to routes that have poor foundations, with the goal of preventing pavement damage from legal-weight loads. In the event of unpredicted cold weather, the postings in each county may be delayed as conditions require and will become effective at the discretion of the State Highway Engineer.

Improvements to the I-196 bridges over the Grand River at Market Avenue (Exit 73), near Grand Rapids, in Kent County, MI include deck resurfacing and sealing, joint and barrier replacement, structural steel repairs, guardrail and approach work.

TRAFFIC IMPACT:

Traffic impacts begin Saturday, April 6 and motorists should expect delays particularly during peak travel times (morning and afternoon rush hours). A minimum of one lane of traffic will be open at all times on eastbound and westbound I-196. While lane closures are in place on eastbound I-196, the on ramp from Market Avenue to eastbound I-196 is to be closed and detoured east on Market Avenue to northbound US-131 to eastbound I-196.

The Indiana Department of Transportation (INDOT) announced I-65 will be restricted to one northbound lane and one southbound lane during evening and overnight hours between the U.S. 231 exit (mile marker 247) and just south of the State Road 2 exit (mile marker 240) beginning Monday, April 1^st through early December 2013. Lane restrictions will be in place no earlier than 6 p.m. and no later than 10 a.m. during a Monday night through Saturday morning work week. Two lanes of traffic in each direction will be open during daytime hours. Crews are resurfacing the roadway in addition to pipe and drain work.

In the event of back-ups or slowed traffic, message boards on I-65 will alert drivers to an alternative route to avoid the construction zone.

A $32 million investment will rebuild the Stony Island Feeder to the Bishop Ford Freeway/I-94 on Chicago's South Side. The project at the interchange, which handles up to 64,000 vehicles per day, involves the repair, reconstruction, removal and replacement of seven bridges. Scheduled for completion in 2014, the project also involves resurfacing and replacing pavement and intersection improvements. Upgrades to the lighting and signage will improve safety and make it easier for drivers to navigate the interchange.

IDOT also announced additional Chicago-area transportation investments including: a $19.4 million bridge replacement project at Cumberland Avenue over the Kennedy Expressway, $3.5 million in additional bridge repairs on the Kennedy, and $2.6 million on resurfacing projects on IL Rt. 43/Harlem Avenue at Higgins Avenue in Chicago and on West 127th Street in Crestwood.

On many of the projects, IDOT is offering contractors a reimbursement rate of $10 an hour for hiring graduates of the Highway Construction Careers Training Program, an IDOT-sponsored initiative to encourage women and minorities to pursue careers in the transportation construction industry.

In 2009 the Illinois Jobs Now! was spearheaded, the state's first capital construction program in a decade. The $31 billion capital construction program is the largest in Illinois history, supporting an estimated 439,000 construction jobs. The program includes $14 billion for transportation through 2015. Of the $14 billion in the program dedicated for transportation needs, IDOT has awarded 5,336 projects worth $12.68 billion, creating and supporting 160,000 jobs. These have included improvements to 6,809 miles of roadways and 1,113 bridges.

Combined with the Illinois Tollway's $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future, the state of Illinois is carrying out one of the largest capital construction efforts in the nation.

During the 2012 construction season, the NB lanes of I-90 were removed and replaced. This summer, the SB pavement and bridges will be replaced.

Work begins with lane closures on NB I-90 for the first several weeks. In mid-April, all traffic switches to the east side of the interstate with two lanes being kept open in each direction to minimize congestion and traffic delays. The project is scheduled to be completed by November 18, 2013.

On I-94, drivers can expect that three lanes will be maintained in each direction during daytime hours with shoulder closures and reduced lane widths. Drivers can expect additional lane closures at times during the overnight hours.

The project will provided significant improvements on the IL-173 bridge, including a multi-use path to accommodate pedestrians and bicyclists and improved lighting. The project also involved a separate $11 million advance contract to reconstruct the Russell Road Bridge over I-94 to accommodate the widened expressway.

Improvements include:

• County C – bridge painting, concrete repair on the existing bridge railing, and repair of the existing slope paving below the bridge.
• WI-34 interchange – bridge deck replacement in stages, bridge painting, repair of the existing slope paving below the bridge, and replacement of the guard rail on the roadway approaches.
• Locker Road – concrete overlay of the bridge deck, bridge painting, repair of the existing slope paving below the bridge, and replacement of the guard rail on the roadway approaches.

During construction, motorists on I-39 can expect to encounter single lane closures and speed reductions. Several nighttime freeway closures will be necessary. During the freeway closures, traffic will be detoured via interchange ramps. Other traffic impacts include:

• Traffic on Marathon County C will temporarily be reduced to one lane using flagging operations.
• WI-34 at the interchange with I-39 will be reduced to one NB lane, with no SB traffic over the bridge. This is scheduled to occur as soon as crews begin work and will continue until late June/early July.
  1. Motorists on NB I-39, who want to go south on WI-34 will be detoured via the WI-153 interchange (Exit 179, Mosinee)
  2. Motorists on Balsam Rd, who want to travel south on WI-34 or south on I-39, will be detoured via the WI-153 interchange (Exit 179, Mosinee)
• Locker Rd will be closed to traffic during the deck overlay and approach work. No formal detour will be posted.

Construction is scheduled for completion by mid-August 2013.

Motorists should anticipate delays during this closure.  The project includes structural steel repair, bridge painting, electrical and machinery system upgrades, and an overlay of the bridge deck and approaches. This work is being done to extend the life of the bridge.  The electrical work continued through the winter as new conduit was laid.  The Bayview Bridge was opened in 1978 and the last major bridge repairs were done in 2004.

IDOT expects to begin these closures, weather permitting, February 25th and end on August 30th.

Monday through Friday, drivers can expect daily shoulder closures along I-290/ IL Rt.53 between the hours of 9 a.m. and 3 p.m.  Lane closures and times will vary. The work will take place through the spring and summer and is scheduled for completion by Aug. 30th.

During the replacement of the overhead assemblies and signs along I-290/IL 53, overnight lane closures will vary, but can be expected from approximately 7 p.m. to 5 a.m. on Sundays through Thursdays and 8 p.m. to 11 a.m. Fridays through Saturdays.

The overnight lane closures will start after April 1st.

IDOT is warning motorists to find alternate routes if possible for the overnight hours when lane closures are in place. Motorists should expect delays & use caution when traveling through the work zone.

US 12/18 (Beltline) and Fish Hatchery Rd. (Greenway Cross-Petra Pl.) interchange, in Madison, in Dane County.

Project Overview:
This section of roadway is heavily used by local and regional traffic to access downtown Madison, south side of Madison and neighboring communities of Fitchburg and Oregon.

Project will involve:

•     Reconfiguration of north half of Fish Hatchery Rd. interchange
•     Reconstruction of Fish Hatchery Rd., Greenway Cross-Petra Pl.
•     Widening and raising of Fish Hatchery Rd. bridge over US 12/18 (Beltline)
•     Pavement resurfacing of US 12/18 (Beltline) at the interchange

Status/Phase:

•     West half of Fish Hatchery Road Bridge completed.
•     Bridge construction resumed on Feb. 14, 2013.
•     Project scheduled for completion Aug. 2013.

The runarounds have 12-ft. travel lanes and 4-ft. paved shoulders, and will be in use 24/7. There will be weight and length limits in place for the runarounds, and the media is expected to be updated on these figures by end of the day on February 14, prior to the actual rerouting of traffic. An advisory speed limit of 45 mph will be in place for the runarounds. US-6 traffic will use the runarounds until replacement of the small structures is completed in late summer 2013.

The IL-47 Interchange Project will complete the existing partial interchange and includes construction of six new ramps with all-electronic toll plazas and reconstruction of IL-47 over I-90 to provide a full-access interchange.

The project also includes the reconstruction and widening of 1.5 miles of IL-47 from south of Manning Rd to north of Jim Dhamer Dr and Freeman Rd. In addition, new traffic signals will be installed at the intersection of IL-47 with Jim Dhamer Dr and Freeman Rd and at two new signalized intersections at the WB exit ramp to NB IL-47 and EB exit ramp to NB and SB IL- 47.

A public hearing will be held later this year to set the rates and all public comments will be presented to the Illinois Tollway Board of Directors. Proposed I-PASS toll rates are 30 cents to and from the east and 45 cents to and from the west for passenger vehicles. Proposed rates for trucks range from 60 cents to $1.50 to and from the east and 95 cents to $2.50 to and from the west during daytime hours, with overnight discounts offered.

With about 84 percent of drivers using I-PASS on the Illinois Tollway, the new IL-47 Interchange an ideal location for an all-electronic interchange. Customers who wish to pay cash have the option of entering or exiting at the US-20 Interchange four miles to the west or at the Randall Rd Interchange five miles to the east.

Project Benefits

The IL-47 Interchange Project is the first project to get underway as part of the Move Illinois Program and is expected to create as many as 390 direct and indirect construction-related jobs. The new interchange will create more opportunity for continued economic development along IL-47 and will open up access between the Tollway and a regional north-south transportation route. According to a study commissioned by the Village of Huntley, the new interchange is estimated to bring nearly 12,000 retail, office and light industrial jobs to the region by 2030.

As the Illinois Tollway’s first "green" interchange, the project features several new green construction initiatives, including a geothermal water piping system that makes use of the earth's natural heating and cooling abilities to help heat and cool nearby plaza buildings in a more cost-effective and sustainable manner, reflective roofs and trellised vegetation for plaza buildings to further reduce heating and cooling costs. Roadway construction for the new interchange also includes the use of recycled materials and warm-mix asphalt, which reduces energy consumption and greenhouse gas emissions during production.

In addition, ramp shoulder pavement designed to allow water to seep through and detention basins with filtration systems featured at the new interchange will not only reduce the amount of storm water runoff and lessen the chance of downstream flooding, but also filter out the sediments and pollutants typically discharged from roadway surface water runoff. The Tollway is going to continue to explore these and other green construction technologies in the construction of all future interchanges.

The project will rebuild the original 1940’s mezzanine and platform, and build a new mezzanine at LaSalle St and Division.   Construction of the new 8,800-square-foot mezzanine at LaSalle will increase the entering/exiting capacity of the station by adding stairs, fare turnstiles, elevators and escalators.

Major highlights of the renovation project include:

• Two new elevators and three new escalators
• New granite floors and stairs
• New decorative wall and ceiling tiles
• Brighter and more energy-efficient lighting
• New security equipment and customer-assistance kiosks
• Improved communication and speaker systems
• New cast iron street-level entrances
• Bike ramps and racks to promote alternate modes of transportation

The new mezzanine at LaSalle will to open to CTA customers in September 2014.   The renovation will continue on the original portions of the station to mid-2015.  

One half-block of Division, from LaSalle to the alley west of Clark Street, will be closed to traffic for approximately one year.  

Division will partially reopen to traffic next fall with one EB lane for about nine months.  After Division fully reopens to traffic, the construction will continue underground for several additional months. LaSalle and Clark will remain open to all traffic throughout the construction project. 

Pedestrian access will be maintained on one side of Division at all times during the construction period.   CDOT will closely monitor vehicular and pedestrian movement, while traffic aides will help to minimize the impact of construction.  

The CTA’s #70 Division bus affected by the closure will be rerouted for the duration of the construction.

EB traffic on Division will be rerouted south on LaSalle to Chicago Ave, east to Dearborn Street and back north to Division.  WB traffic on Division will be rerouted south on Clark to Chicago, west to LaSalle and back north to Division. 

CDOT conducted extensive community outreach to notify the neighborhood and motorists about the project and related closure of Division, including: the placement of on-site electronic message boards; meetings with all of the businesses, property owners and neighborhood organizations; and collaboration with local elected officials.

The painting will take place between 28th and Canal streets, requiring occasional overnight lane closures between 9 p.m. and 5 a.m. Sunday through Thursday, 11 p.m. and 6 a.m. Friday into Saturday, and 9 p.m. and 9 a.m. Saturday into Sunday. No more than two lanes will be closed at one time.

 Road congestion for the City of Chicago uses data from its Traffic Tracker application.  The Traffic Tracker uses GPS-equipped CTA buses to determine congestion on the route.  The speed of the buses is taken as a reasonable indication of the overall flow of traffic on these routes.

Congestion data on arterial roads in Lake County, Illinois, is supplied by the Lake County Passage system.  A mix of traffic probe types provides the raw data for the algorithms used to compute the relative congestion.

The congestion levels are determined by traffic speeds.  Since the speed limit on arterial streets is lower than those on expressways, the congestion levels are adjusted accordingly.  As an example, a speed which would signify heavy congestion on an expressway represents close to free flowing conditions on an arterial road.

Arterial information may be added to the map or removed from the map by toggling the map controls.  This allows website users to customize the map features based on their specific traveler information needs.
